Many third world countries are blessed with an abundance of vocations, but the money needed (avg. 2,000 USD a year) for seminarian education is in very short supply. Hence many seminarians will never become priests due to the lack of funding.
It's our goal to help as many deserving seminarians as possible, but it is of the utmost importance that we assist only the neediest of those, as well as deserving. Therefore, we rely heavily on the recommendations of their Bishop and their Rector to assure us that the seminarian meets our requirements and is truly in need and deserving.
